Prior to joining Cap Vista, Joseph was Head of the Risk Assessment and Horizon Scanning (RAHS) Experimentation Centre, which spearheads exploration of cutting-edge technologies to better anticipate and discover emerging strategic issues that could impact Singapore, in support of the National Security Co-ordination Secretariat (NSCS) under the Prime Minister's Office.

Joseph also served as a key member of the National Security Engineering Centre, which helps NSCS and national security agencies better co-ordinate and focus national security technology and engineering efforts by conducting strategic technology road-mapping, providing technology advice and fostering bilateral collaboration with foreign partners.

From 2003 to 2008, he held key appointments in the MINDEF CIO Office – ranging from managing MINDEF's IT portfolio of investments, spearheading the SAP Enterprise Resource Planning (ERP) implementation for MINDEF as well as championing various IT governance initiatives (such as portfolio management and enterprise architecture).

He has also worked on various IT projects ranging from e-procurement, HR and knowledge management.

Joseph graduated from Cambridge University , UK with a Masters' Degree (with Distinction) in Electrical Engineering and Information Science under a Public Service Commission Scholarship.
