Shi-Hua holds a concurrent appointment as a Senior Engineer in the Technology Development group under DSTA's C4I Development Programme Centre. Her areas of work include the design and development of Command and Control systems to support sensemaking, decision-making and collaboration. She is also a member of the core team that spearheaded the development of the Cognitive Systems Engineering technical competency in DSTA.

Under the DSTA Undergraduate Scholarship, Shi-Hua graduated from the University of California-Berkeley with a Bachelor of Engineering (Electrical Engineering and Computer Science) in 2005. She further attained a Master of Science (Management Science and Engineering) degree from Stanford University in 2006. She completed Levels I-III of the CFA Program between 2007-2009.
